Mumbai Is Buying Luxury Homes at a Record Pace. Who Is Watching the Site?

A high-end home involves an architect, a contractor and a dozen specialist trades. The person paying for all of it is often the only one without a professional representing them on site.

The purchase is the part that makes the news. An apartment in Worli or Bandra West changes hands for ₹20 crore or ₹30 crore, and the figure appears in a property report. What follows is rarely discussed outside the family: a year or more in which that apartment is turned into a home.

For many buyers, that second phase proves harder than the first.

A market at full stretch

Mumbai’s luxury housing market has never been larger. Homes priced at ₹10 crore and above recorded sales worth ₹18,512 crore in the first half of 2026, the highest half-yearly figure on record, according to a report by India Sotheby’s International Realty and CRE Matrix. In all, 957 such homes were sold, against 761 in the same period a year earlier. The most popular size was between 2,000 and 4,000 sq ft, and sales in the ₹20 crore to ₹40 crore bracket have more than doubled in three years.

A home of that size and price is seldom lived in as delivered. Owners commission an architect or interior designer, and the work that follows is a construction project in its own right: civil changes, air conditioning, electrical and automation systems, stone, joinery, lighting, and finishes sourced from several countries.

The empty chair

Consider who is present on such a project. The architect or designer is responsible for the design and typically visits at intervals to review progress. The contractor is responsible for building it and supervises his own teams. Specialist vendors for air conditioning, automation, kitchens and stone each answer for their own scope.

Each of these parties is competent, and each has a defined interest. What the arrangement often lacks is someone whose only job is the owner’s interest: checking daily that what is being built matches what was drawn, that what is being billed matches what was built, and that one trade’s work is not quietly damaging another’s.

In practice that role falls to the owner, who has a business to run and no training in construction, or to a relative or office manager sent to “keep an eye on things”.

“On a large home, problems rarely come from bad intent. They come from gaps between capable people. The architect assumes the contractor has checked a detail. The contractor assumes the consultant has approved it. Nobody is employed to close that gap,” says Sajid Hebsur, founder of Civil & Interior Co, a Mumbai-based project management and interior execution firm.

A role borrowed from commercial construction

Large commercial developments solved this problem long ago with a project management consultant, usually shortened to PMC: an independent professional team appointed by the owner to plan, monitor and report on the work. The model is now appearing in high-end residential projects.

A residential PMC does not design the home and, on that project, does not build it. Its work is less visible. It validates drawings before they reach the site, so that conflicts are found on paper. It tracks quantities and costs against the agreed bill of quantities and reviews every proposed variation before it is approved. It arranges sample mock-ups so that a finish is judged in reality before it is repeated across the house. It keeps daily records, reports to the owner at fixed intervals, and runs the final inspection and the list of defects to be closed before handover.

Done well, this serves the architect as much as the owner. The design is built as intended, and the designer is spared the role of site policeman.

What owners should weigh

A PMC is an additional fee, and it is not necessary for every project. A modest renovation with one contractor and a clear scope does not need a separate layer of management. The case becomes stronger as the number of agencies, the value of materials and the owner’s distance from the site increase.

Independence matters more than anything else. A consultant who is also supplying materials or executing work on the same project is being asked to inspect himself. Owners should ask the question directly.

Timing matters too. A PMC brought in after work has started can report on problems. One appointed before contracts are awarded can prevent many of them, by helping define scope, vet vendors and set a realistic programme.

Five questions before appointing one

  1. Will you be executing or supplying any part of this project yourselves?
  2. Who will be on site each day, and what is their background?
  3. What will I receive in writing, and how often?
  4. How are variations and extra costs reviewed before I am asked to approve them?
  5. What does your handover inspection cover, and who signs off that defects are closed?

“An owner does not need to understand construction. They need one person who does, and who answers only to them,” Hebsur says.

As the city’s most expensive homes grow larger and more complex, the distance between buying one and living in it is growing as well. Buyers at this level already use lawyers for the title and advisers for the financing. A professional for the build itself may soon seem just as ordinary.

Civil & Interior Co is a Mumbai-based firm offering project management consultancy for high-end residences and turnkey interior execution for commercial and residential spaces.
